• go to cwm.
• clear data.
• clear cache.
• clear dalvik cache.
• format system.
• now install my v9 rom.
• reboot phone.
• now again go to cwm.
• directly flash my v10 without wiping anything.
• now you should have network and both sims should work.
• enjoy...
